PH web dispatcher reliability

A) I believe (if memory serves) that the PH Web install on NT installs the
Dispatcher as a service. Look at the Getting Started manual page 34 where it
talks about running the Dispatcher as a background service and starting it
automatically.
B) A "hanging" Dispatcher could be caused by many things. However I suggest
as a first step, contact Customer Support and get the latest PowerHouse Web
RBF (2.21D3). I don't know if it's actually ready to ship but we have signed
it off. We did a lot of work with memory and socket management that should
make things more stable.

Does anyone know how to A) get the PH Web Dispatcher to startup as a service
under Windows NT 4.0 when the machine boots and B) stop the dispatcher from
'hanging' on a regular basis. This happens to me on a weekly basis though
the usage is very light.
Sometimes I have to stop and restart the dispatcher and other times simply
clicking the OK button on the Dr. Watson window does the trick.
