Unexpected date behavior in QUIZ

How's this sound. Check if your dictionary is CENTURY EXCLUDED. If that's
the case, then although you're allowed to specify a century for the input
format, any century you enter must be equal to the default century. That's
because with CENTURY EXCLUDED PowerHouse only handles dates within the one
century.
So if you have CENTURY EXCLUDED but you changed the default century to 20,
then it used to work when the default century was 19 but now it won't.

A year 2000 or 2001 date is accepted but year 1999 is not. I've tried this
with Default Century=19 and =20 (not that I expected this to make any
difference) with the same result. This is code that previously did accept a
1999 date.
What am I not seeing? Thanks.
