Select if NOT Record filename Exists

It sounds to me like you need to reverse the access 
statement so you can print all of the headings from the 
I5531410 file and only the details that actually fulfill 
the linkage:

Access I5531410 link QAITM to PDITM of I4311 optional

Sort(ed) on QAITM of I5531410

Heading at QAITM of I5531410 &
  TAB x QAITM of I5531410

REPORT ....
