Has 8.19 got the very nice dictionary management tool (PHD) that us VMS
types refuse to be parted from ?

If so: use option 3 (select unassociated entities) from the dictionary
management screen "global rename/delete".
If not: now you know why we won't give it up !!

You could generate a list of elements from the pdl, and then report all
those which don't occur in item statements. I could do it in DCL, but that
wouldn't be much use either.
I suspect it could be done in two passes using grep or similar.
