I've never heard of a PH decompiler - actually you'd need several, one for
each component, wouldn't you.
Depending on how much the source is worth to you, you might investigate the
data recovery services of one of those damaged media reading experts. Since
you're in the 3k world I'd suggest talking to Allegro (Stan, Gavin, et al)
-- if anyone can do it, they can -- but it won't be cheap.
