Datatrieve/MAXCIM to PDL

Unfortunately, PHINT seems only able to read CDD-PLUS compliant
dictionaries, which Datatrieve dictionaries appear NOT to be. I even found
a document to this effect in the Cognos knowledge search:

"PHIntegrator can only translate CDD definitions in proper CDD-PLUS format.
If above errors are being returned then it is likely that the definitions
are in DMU or DATATRIEVE format which PHINT does not support."
