All the 8.19 versions that I have seen have been shipped without COGHELP and
COGHLIB. As noted in other postings you can copy these files from an earlier
verison (e.g. 7.29) and get, if not the latest, at least a working version
of the online help.

And early versions of 8.19 were shipped without the French or German message
files. Not a big issue for most of you but some of us have users in Quebec
who want (or are required to have) the French messages. Seems that Cognos
takes their message files to France for translation rather than across the
river 5 kilometers away from head office. They're available now if you ask.

I guess that's what the big support costs pay for :-)
