QUTIL Question

I am running PH version 8.09c on an Hpe3000 using MPEi/X 5.5.7. I have 2
questions regarding QUTIL:
1. What manual discusses QUTIL?
2. I want to build a file using the CREATE command. Is there a way to change
the number of records or am I stuck with the capacity specified in the
dictionary?
