There's a newsgroup, comp.os.vms
It's bi-directionally gatewayed to info-vax@mvb.saic.com - subscription
requests to info-vax-request@mvb.saic.com - but be warned it's very active:
there's a lot of email if you take it that way.

If you're after VMS Powerhouse, it's here - there isn't a dedicated list.
