List admin question

Who is the "list administrator" for this list? Is there a set of rules for
subscribers? I recently got an unsolicited "business offer" from a
consulting group specializing in moving _FROM_ PowerHouse to VB and PL/SQL
- the only place I can figure they obtained my almost-unused new email
address is this list... they said they got it from "a Market Lead Service".
