You could have different dictionaries for different groups of users,
with only the required files in each dictionary.

Also with OS we use (OpenVms 7.2-1, Powerhouse 710G1), you can set
protection on files at the OS level which would also stop certain users
from accessing files.  We also use openvms logicals to specify files and
their location.
