The problem has been found and fixed.  I inherited responsibility for this
application when I was hired on here.  It was in pretty sad shape, and I
have been slowly cleaning things up.  Unfortunately, there are still a few
vestigial traces of some demented predecessor's handiwork, and this problem
is a perfect example.

There is a command procedure that was being used to intiate all QUIZ and QTP
programs.  It is a very ugly, convoluted mess, and until now, I had avoided
having to look very hard at it by writing all new QUIZ and QTP to be
executed in a more straightforward fashion, and eliminating it's use in the
process of fixing and enhancing existing programs.  The QUIZ program in
question was one of the few that hadn't been cleaned up yet.

As it turns out, when this command procedure is passed an uncompiled QUIZ
report file spec, it wraps it in some other generic QUIZ statements,
including a final GO statement, before running it.  The result being that
the second part of the report was being executed twice, the first time with
the logicals defined, and the second time without.
