Week of year?

What, you don't like my code. 

If you are a supported customer you can root around in the old issues of
SupportLink at cognos.com and find that week number calculations have been
printed several times. They are all more or less alike, differing only in
degree of y2k compliance, definition of the first day of the week and
elegance of code.

Naturally, I think my solution is the best :-)
