RMS record locking

Show device/files will show files open, not resources locked.

You can see locks in analyze/system, but interpreting the thing you see
there is a black art (at least as far as I'm concerned).  Part of the
problem is that VMS locking is a general-purpose resource that is applied to
various resources, not just RMS, and locks are applied with variable
granularity and escalated as necessary.  I suspect that this is why VMS has
never offered a utility like the one you're after.
