Error from Oracle 12705 NLS undefined

I just installed Cognos 8.23d1 on HP-UX box running version 10.3 OS and Orcale 8.04.

Cognos was installed in /opt/cognos/ph823d1

I added the following line in the .profile which is not the default directory of Cognos;  the line was . /opt/cognos/ph823d1/setpow.sh

When I enter the profile I receive PH_USR not defined, so I defined the varible in my session as:

PH_USR =/opt/cognos/ph823d1

export PH_USR

. $PH_USR/setpow.sh

Setting those lines up allows me to get in all Powerhouse subsystems.  But, I am nolonger able to access SQLPLUS.

The other error I am getting is when trying to access the new dictionary created from the Oracle database(in Qshow command show all) I get the headings, description and owner okay , but it will not show the file layouts;  it bombs and gives a ORA 12705 error and tells me the NLS is not defined. 

 

I thank everyone ahead for giving me any information on what I did wrong or what I should try.
