Sure they can! It's easy!!!

Assemble a team of programmers, analyze the code, document the business
rules ...  

If they are claiming anything else, they are blowing smoke.  Any large
application that I have worked on has a significant amount of "non
standard code" that is explained by in line documentation.

The amount of logic that would be required to even do a half assed job
of covering all the possibilities would be; well lets just say bigger
than a bread box.
