Is the year a primary key for both of datasets? If not, you have to do with
two pass,
Create a subfile for both of dataset and creating the year as your index key
and then
access the two new subfile using the new-year as a link.

I'm working on HP3000 w/ MPE/iX. I need to use the year in linking
two datasets in my Access statement. I was wondering how I can create a
prompt for the user to enter instead of hardcoding the year in the Access.
