What is happening in this " PIC" and without the "PIC"?

PS. I almost forgot. If you want to see the REAL percentage, which, as Chris
Sharman pointed out, is 31,812%, then keep your same calculation (including
multiplying by 100) and use the picture clause "^^^,^^^%".  If you want to
see 31,812.47%, then don't round in your calculation and use the pic
"^^^,^^^.^^%"
BTW, make the defined item at least 6 for the first version and 8 for the
second.
