File locking

The problem is file level locking. The MPE default and the PowerHouse
default conflict. The
question is, what can I do to make PowerHouse do the equivalent of :FILE
whatever;NOLOCK
without issuing individual file equations for every flat file and/or subfile
on the system?  SET NOLOCK
in Quiz should take care of the problem, but it doesn't seem to have any
affect!...
