File locking

This is the usual reaction of Quiz if it can't open the file for any reason.
And the most common reason is security. Try something simple outside of Quiz
like "PRINT filename" from the colon or "text filename" in your favourite
editor -- then you should get fserr 93 if it's security. And don't just
blindly release the file - take the time to figure out the security issue.
