If this is from version 8.xx then it could mean just about any kind of
problem accessing INSPECT. Could be that it doesn't exist, you lack security
to open it, you have the wrong open name in your dictionary, you have a file
equate or a logical pointing somewhere else (or you lack one when one is
expected), yadda, yadda, yadda. The latest and greatest version 8.xx is
somewhat less than informative with these sorts of messages. One idea is to
drop back to the operating system or a system level tool (or even an earlier
version of PH) and try the opening INSPECT there. You'll likely get a better
error message.
Put this down to the price of generic code :-(
