Insert Mode

Does anyone know of how to set INSERT mode as the default in HP-Unix.  We
are 
moving from VAX to Unix and in the VAX world you would simply set INSERT as 
the default in the LOGIN.COM. 
$ SET TERM/DEV/VT220/INSERT 
 
Is there a way to do this on the UNIX.
