AS/400 and dictionary problem

Hello, had a major problem last night. We are running PH 6.07.F on an
AS/400. This version of PH is the latest version available for the AS/400.
In general, it runs very well. No crashes or errors that some experience
in this forum. Last night however we got the message "Specified dictionary
is locked for an update. Try later". No one was in doing maintenance on
the dictionary. No one was doing a recompile. Only the operator was
logged in submitting the same (evening) jobs that get submitted every day
of the week. There were no new program changes promoted to Production.
Last night was a very routine run. So ... we did a check to see if the
file was "in use" (WRKOBJLCK) and it was not. I could not run Quiz, QTP or
QDesign because of this 'status' the PHD was in. I tried copying the PHD
and then pointed to it but got the exact same message on the copied PHD.
So I could copy and delete the PHD but I could not use it. Since I could
not set it as my default dictionary because of this "Specified dictionary
is locked for an update. Try later" I couldn't look at its contents to see
if it was corrupt in any way. We have had to pull off of backup the
previous days PHD and replace the current PHD with it. Now the problem has
gone away.
But why/how would the dictionary go into such a state all of a sudden?
Any insight anyone can share would be greatly appreciated.
