qdesign error " COGNLSTAB"

[Nicholas Mickey]

I'm running version 8.19C2 on Mpex 5.5.  When try to
run Qdesign it gives me the following error:

*E* The  COGNLSTAB environmental variable must be set.

What do I need to set to fix this problem?
