Other companies don't use two DecNet connections every time each user
invokes their product.

I don't think this analogy is quite on the mark, unfortunately I can't
offer much better one.  However, consider that locking your doors does
not shrink your neighbors doors so they must use a bit more effort to
squeeze through, nor does it prevent them from getting in and out of
their buildings until they call you and seek your advice in effecting
repairs.

That said, I don't believe that anyone would complain about licensing if
it could be set up once and forgotton.
