PowerHouse 7.10G1 on VMS 5.5

An executable image linked on a 6.1 version of VMS will not run on anything
prior to that.  VMS doesn't usually allow that sort of thing because it is
NOT backwards compatible.  It has nothing to do with the program - just VMS.
We have people running 710G1 on 7.1 of VMS, I'm pretty sure. I don't know of
anyone running on 7.2 yet.
