It's not necessary to have a dictionary but it is very common to mirror the 
database in the dictionary.  This is this forth generation work in action. 
An 
item in the dictionary can contain a help message, picture clauses, default 
report headings, valid entries, etc.  Without this in the dictionary you
would 
have to recode all of this over and over again for each occurrence of an
item. 
 It makes forming standards for your system a once time thing.  Why not do
it 
the once in the dictionary (a little extra effort) for each item and save 
yourself a tremendous amount of tedious coding in the future and endless 
inconsistency. 
 
If your moving from RMS to Oracle, go the distance.  Normalization will be 
impossible and locking issues a nightmare if you stop halfway through your 
commitment (half RMS half Oracle - UGLY).  You'll be glad you went
relational 
in the end!

We are currently using Powerhouse on VMS with RMS files. We are looking
into using Oracle with PH. Will it be necessary to have a dictionary
definition of the database or is this covered by the PDL DATABASE statement
(i.e. will we doubling our DBA work?)
