PDKC2M.QKC (POW)

I recall using PDL for some large dictionary changes on VMS some
time ago. Although useful for the specific purpose, there were issues
to consider that do not affect POW at all. Before you can use PDL,
(on VMS; don't know about others), no one can be using the dictionary.
This is not a limitation of POW. To get around this, I used to have to
copy the dictionary to a temp copy, PDL the copy and then promote
the copy to production as a new version. Worked, but active users
did not see the changes. This could be harder, or impossible, in the
environments where file versioning is not supported.
Stopping production to effect dictionary changes via PDL is extremely
difficult in my current environment. I have a 25 minute window starting
at 3:00AM. Having PDL is basically a prerequisite for my implementation
of version 8.
