What I have to do on the HP3000 is run the variable length file through a program  called TFIXED that puts the tab delimited fields into columns based on the length of fields defined in the first record of the file.  Then I have the newly created file with fields put into columns defined in my PDL dictionary.

My boss wrote the TFIXED program - I'm not sure what language, but not Powerhouse.  I don't think that Powerhouse can handle variable length files and fields.
