Hi Nick! 
 
Look for any code that would modify the reference file.  Because it is
opened 
in read transaction, that might cause the message as well.  I would also
check 
your privileges on the database.  If you do not have write access to the 
primary file, you might see that message when PowerHouse tried to open a
read 
write transaction.

Yes, either directly from a quick command line call (quick procloc=...
auto=...) or through a hierarchy starting with a QKGO parm set.
