Picture Clause in 710G1

We are in the process of upgrading a client's system from 600 to 710G1 on
the VAX VMS platform.  

We generated the PDL from the old dictionary, made changes and tried
reloading the PDL.  We have run into a problem on one ELEMENT which has a
picture clause 61 characters long.  It appears that this is not possible in
the new version.  We have tried using both PDL and the dictionary manager to
create the picture clause and both cause errors.  Is this a new meta data
limitation or is there a way to get the picture defined that I am not aware
of?
