Multiple database opens

One way of cutting down a DB open is to declare REFERENCE files as OPEN
DBMODE 1, this will prevent an open mode 5. Also explicitly close any extra
dbopens (e.g. FILE one DESIGINER OPEN 1 CLOSE) if possible.
