Powerhouse Quiz takes 60%+ CPU in EXEC mode

I can't remember what happens to VMS when the disk hits 80-90% - but I know
that it seriously bogs down the system when the disk is heavily accessed.
Our system manager now won't let us get above 80% (he doesn't give out
quotas over that), but before he set those limits we had some interesting
CPU loads from some 90% full disks.  Perhaps someone on the VMS side will be
able to expand on the reasons why.
