I've recently seen this effect while doing our Y2K conversion from Alpha PH
7.33.C4 with Oracle to Sun Solaris PH 8.13.D with Oracle.  Every time I
investigate the problem, I so far have found that it is not a PH problem, but a
bug in how we sort records.  We're lucky in that only a few reports are
affected (so far), but some of them are important.

I don't know if the PH versions have slightly different algorithyms or the
Oracle versions are returning records in slightly different order.  It doesn't
matter.  As a developer, it is my responsibility to get the result I want.
