One further "enhancement" that enabled us to "enforce" standards without "brutalizing" the machine was to use MPE/X (and, of course, no HP3K shop would be without that "Swiss army knife," would they?) to select the source files and then "spoon-feed" QTP and Quiz USE statements "wrapped" by standard SET and BUILD statements. I'd guess other platforms should be able to do something similar.
