PH/FLexlm on OpenVMS license PROBLEMS!

We are running on clustered Alphas with OpenVMS.  We've been running
fine - no problems since over a year ago when we maxed out our runtime
licenses and had to get more. Then suddenly, as of Monday morning - we are
having problems with our PH licenses.   There was the following error in
our COGNOSDA.LOG file, then the trouble began....

FLEXlm: unknown error code 8444 from VMS in flm_vms_net_read

It's trying to give our users Development licenses randomly among the
Runtime licenses. (We have 195 Runtime/ 5 Development). When it tries
to give a  Development license and all 5 are in use, then the process
fails.  This is causing our users much grief - they are having problems
accessing their software systems and when they do get in, any subprocesses
can randomly fail.  

Our "PH-guru" is out on vacation, so I am turning to ya'll for help.  We
have called Cognos Support - but they don't seem to have an answer either.

Any suggestions will be greatly appreciated....
