Rdb 7.0 and PH 6.10/6.20

Thanks for the responses.

The client has moved to PowerHouse 7.10G1 and the locking problem has settled down to acceptable levels (there are 550+ active users on an Alpha, so there are bound to be some conflicts). If a user does run into a lock they now get rolled back correctly.

They haven't yet tried messing with PHDBKEYSCOPE, but we are investigating that with another user. We'll let you know the outcome.
