Century Options in 710G2

For those who are familiar with the system options for the year 2000 new
features, could someone explain why you would force a century when you've
entered a default 'input century' value and a 'from year' value?  If you
are forcing the user to enter the century, then why enter a value for the
century to default to when the user types in a year?
