strange error in Qdesign

I have seen this error happen when the SYS$SCRATCH area has insufficient
space for the temporary files used by PH. The default SYS$SCRATCH area is
SYS$LOGIN. Have you tried redefining it to point to a disk that has LOTS of
space free (SHOW DEV D)? It can also occur if you are editing a file, spawn
out and edit another file. VMS gets confused as the editor is trying to use
the same work files for both edit sessions.

As you can see, the error occurs on the first statement and throws
me out of Qdesign. The environment (as can be seen from the above) is
Alpha/VMS with PH version 7.10.F4 (yes we are staying put).
I have contacted Cognos support. The document they found referring
to this message says that this is caused by inability to create a file (as I
suspected from the error message) for reasons of not having write access or
insufficient disc space. Now, neither of these reasons apply. I can create
files in this directory without any problems. Unless my method of creating
files (e.g. editing a file or copying a file) is different to the method
used by PH. The call will be passed on to Canada for further investigation.
But meanwhile, if anybody can shed more light on this, it would be
appreciated.
