strange error in Qdesign

A couple of thoughts...
%SYSTEM-W-NOSUCHFILE seems to imply that the fully parsed file name is
illegal in some way, which implicates logicals and defaults.
QBUILDE might be created using a process-specific logical like SYS$SCRATCH
or SYS$LOGIN. Are these logicals valid directories?
Is the default directory unusual in any way? I've used applications
(notably Rdb) that can't cope with a default such as ROOT:[000000][.DIR],
which is what you sometimes get when you navigate to a directory via a
logical that points to a root directory (e.g. DEF TOP ROOT:[000000] / SET
DEF TOP / SET DEF [.DIR] - this tends to happen if you're using an X-Windows
file manager, but I suppose you could do it in DCL).
Might you have QDESIGN installed with (insufficient) privileges?
