Try getting REGCLEAN from the Microsoft site and use that.  It's helped me
with stuff like this before.

I manually deleted registry entries before reinstalling. I've tried the
change you mentioned and it didn't make any difference. My colleague who
had
managed to get this all working on his machine has the other line

P2K=;LOCAL;BD;@E:\POWER2~1\PROJECTS\TEST@@

and that works OK for him.
