6.10 TO 7.10 Bug?

We have logic here that increments a counter on a RMS file each time a
certain activity takes places on a screen.  The element description is as
follows:

  Element:            LH_REPFREQ1
    Type:               Numeric
    Size:               2
    Decimal Positions:  0
    Item Defaults:      INTEGER-S Size 2

    Input Scale:        10 ^ 0
    Output Scale:       10 ^ 0
    Significance:       1

    Picture:            "^^"

    Heading:            "REPL^FREQ1"
    Label:              "REPLEN FREQ1"
    Description:
             Replenishment Frequency - Week 1.
    Records:            LOC_HIST

At some point in time this counter was designed to count like a speedometor
on a car it seems.  At 99 + 1 it would be set to a 0 value.  This logic
works fine under 6.10.  Under version 7.10 this screen seems to want to put
a value of 100 in there.  To me this makes more sense then 

99 + 1 = 0.  

Is this a bug that anyone is familiar with?  It looks like something that
may have been fixed along the way.
