Not exactly, no.

Seems like a good idea.
The best suggestion I can make is to use VMS security ACLs to audit every read
of your .qkc files, and/or use an external procedure to record process stats at
each screen entry/exit.

We had similar problems with some greedy quiz/qtp.
I used PH_SITEHOOK to drop/restore priority while running the Quiz/QTP images.
We've had no problems since: the greedy reports don't significantly suffer
from the small amount of CPU time required by everybody else, and when noone's
being greedy there's enough CPU to go round.
