Have you used this database before from PowerHouse or is this the first time
(in other words, did it used to work and now it's not, or has it never
worked?)?  

Can you connect to the database from ISQL?

It's been a while [ no, no, even longer! ] but I think the AliasDB file is
involved if the actual database (DBEnvironment) is on a different machine --
is that the case here?  If so, is network started and all that stuff?
