Powerhouse upgrade

Nothing very memorable: we're on 710F3, & recently upgraded to VMS 7.1 without
pain. It's just that Cognos presumably haven't done whatever certification they
do (and won't now).

7.10.G1 is fairly imminent & looking good now, and has all the y2k friendly
features (century window + various other useful goodies). You might do well to
consider waiting for it.
