HP apparently does not provide the barcode fonts in a format that is
suitable for the HP-3000 to download. There appears to be a subtle
difference between the soft fonts for the PC and what the HP-3000 expects.
Downloading the font from a PC was not considerable a viable arrangement by
the user.

HP has an environment file that is attached to a printer spoolfile. You
can setup downloadable font links in the environment file so the fonts are
downloaded to the printer when the output is printed. That would be almost
ideal except for the problem of determining the font file format.
I've received several private replies and may have a better idea how to get
the information I need. In addition, one reply pointed me to a font
product listing on HP's web site that I had not found in my previous
searching.
