APPLICATION RECOMPILE AT Y2K

As of 710F the default century is picked up from the dictionary at RUN time,
no longer at compile time.  So, as long as you are running 710F or later,
you will have to recompile your DICTIONARY, but not your application for the
year 2000.  This feature is new in the 8.x code, but it went into the 7.10
code several years ago.
