Minor gotcha in 710G1

Sorry, I don't mean the protection *of* that file, I mean the protection
*specified within* that file for application to *01.PHD.
Comparing the two files (710G & G1) with DIFF I get a one line difference:
the protection line is correctly missing in 710G. I didn't encounter problems
with 710G, and I did with 710G1.

What protection do your new *01.PHD files have ?
Ours are (s:rwed,o:rwed,g:re), despite a default protection ace on the
directory specifying (default_protection,s:rwed,o:rwed,g:rwed,w:re). The other
*0%.PHD files get the correct protection, but the FDL overrides that for the
*01.
Identifier ACEs probably do propagate correctly, but not the default prot ACE,
or the process or system default protection.
We've got our dictionaries set to world read: there's nothing there I'd want to
keep secret. Writing them is a different matter, of course.
