PHD

I should clarify my previous comments regarding PHD versus PDL
dictionaries--- those comments apply to PowerHouse versions which support
both PHD and PDL on VMS, which at present is prior to 8.x (all 6.x and 7.x
and somewhere in the 5.x versions).
