CMS upgrade 3.5 -> 3.9

This was posted to the Powerhouse list: I've posted it to the VMS list
(info-vax@mvb.saic.com) since that's the right place for it.

I don't know since I'm only on 3.8 myself, but I'm not aware of anything.
